Business Development and Expansion Revolving Loan Fund
Revolving Loan Fund is to be used to expand an existing business, to start a new business, to purchase an existing business, or to relocate a business to Smith Center that does not require the creation of new jobs. Interest rate of 0% for the first two years and 5% for the balance of the loan. Click here for more information.
Downtown Looking Up
Downtown Looking Up is part of the Downtown Revitalization initiative by Smith Center Economic Development. New or upgraded awnings create an immediate, significant visual impact to the business district. A revitalization program that doesn’t require matching funds from the business owner would benefit the entire business district by making the commercial area more attractive and appealing. The Storefront program encourages business owners to beautify and renew the business districts to promote further development and to invigorate community pride in Smith Center. For more information, click here.
Jump Start Program
The Jump Start program is a conditional grant to assist new or relocating businesses during the first 24 months. SCED has partnered with Kansas Small Business Development Center to help prospective new business write a business & marketing plan as well as make recommendations for improvement to the bottom line. This grant may be used for Rent, marketing or utility expenses. Click here for the application.
Clean Up and Revitalization Grant
The primary intent of the Revitalization grant is to enhance our community by removing dilapidated structures or debris to be replaced with the new construction or improvements that will increase the value of the property. Neighborhood Revitalization Plan
The primary intent of the Neighborhood Revitalization Act is to provide communities with a long-term increase and stabilization in their property tax base by encouraging rehabilitation or new construction which might not otherwise occur. For more information, click here.
Rural Opportunity Zone
Smith County is one of 77 rural Kansas Counties authorized to offer one or both of the following to new full time residents.
Kansas Income Tax waivers for up to 5 years if relocating from another state
Student Loan Repayments for up to $15,000

COVID-19 Response Program
This is a conditional loan program to assist our local businesses with disaster assistance efforts. Businesses may apply for a loan up to but no more than $5,000. The loan will be a 3-year term with 2% interest. Click here for more information.
